HIPAA does NOT limit information someone can share with medical (including psychiatric) professionals about their loved one. It does limit how or when information can be shared about that adult person FROM the medical professional TO someone else without their specific or implicit authorization. And actually, medical professionals are REQUIRED to do what is in the best interest of their patient. (Although we often don’t agree on what is “best interest”).
