Hi , It sounds like you do a great job advocating for your mom and have picked up a lot of the burden for your dad with incredibly frustrating tasks .
Not sure where you are located but my thought was is there any social out reach for people to get ID that cannot make it the the MVR ?
Maybe through social services church organization etc. Not sure what resources you have already checked .
